Layoffs surged in January to the highest levels since July as employers in the retail and energy sectors pulled out the pink slips, according to a private survey out Thursday.

U.S.-based companies announced 75,114 planned job cuts last month, up more than 200% from a 15-year low in December, according to global outplacement firm Challenger, Gray & Christmas.

That figure was also 42% higher from a year ago.

Retailers were the biggest job cutter, despite a nearly 8% bump in U.S. holiday sales in 2015. The sector slashed 22,246 positions, a seven-year high.

The National Archives is fighting a lawsuit trying to force disclosure of several draft indictments of Hillary Clinton prepared by a Whitewater prosecutor in the 1990s.

Judicial Watch, which filed suit for the records in October under the Freedom of Information Act, is arguing that Clinton's ongoing bid for the presidency reinforces the public interest in records about her alleged misconduct.

"She's one of the most well-known women in the world, seeking the office of the presidency and her 'privacy interests' outweigh the public interest in knowing what's in that indictment?"

* AGREED. ABSURD!

Judicial Watch President Tom Fitton said that "if Mrs. Clinton was being truly transparent," she would provide a privacy waiver that could ease release of the records.

Spokesmen for the Clinton campaign did not respond to a request for comment on the legal filings.

A new video released by the Center for Medical Progress (CMP) appears to show how Planned Parenthood uses accounting gimmicks to hide profits created through the sale of body parts of aborted babies.

A financial benefit “is what staff and management need to see,” says an executive at a Planned Parenthood facility in Texas.

The video highlights footage from the April 9, 2015 visit of investigative journalists David Daleiden — director of the Center for Medical Progress (CMP) — and CMP employee Sandra Merritt to Planned Parenthood Gulf Coast’s (PPGC) abortion facility in Houston.

“We had two levels of invoicing for them. We had it worded as ‘per consent,’” explains PPGC Director of Research Melissa Farrell. In the video, Farrell states “per consent” is the phrase used in PPGC budgeting in place of “per specimen” for fetal tissue.

Farrell discusses that while a woman may consent to supply her aborted baby’s tissue, the specimen itself may not be useable for experimentation.

“There’s probably some situations where somebody would consent and then just not, we didn’t get a sample, or she changed her mind, or something happened to the specimen,” she says, adding, “Now obviously, we don’t want to end up paying for material that we can’t use,” and suggests that there be a line item fee or “something else that represents the specimens.”

“I just don’t want it to turn into a situation that is not financially beneficial for you,” says Merritt.

“Yeah, yeah. And we’ll, I’ll take you up on that. I’ll take you up on that. I’ll take you up on that,” Farrell repeats, laughing. “We definitely want to do that, because that’s what staff and management need to see.”

PPGC CEO Melaney Linton also appears in the video advising that Farrell will “work on all of that with you” when it comes to “remuneration” and “compensation” for fetal tissue.

Farrell explains to Daleiden and Merritt over lunch that her department – which has overseen the organization’s fetal tissue supply program since 2006 — “contributes so much to the bottom line of our organization here.”

The Obama administration has revived the maligned illegal immigrant “catch-and-release” policy of the Bush years, ordering Border Patrol agents not to even bother arresting and deporting many new illegal immigrants, the head of the agents’ labor union told Congress on Thursday.

Brandon Judd, president of the National Border Patrol Council, said Homeland Security was embarrassed by the number of illegal immigrants not showing up for their deportation hearings, but instead of cracking down on the immigrants, the department ordered agents not to arrest them in the first place — meaning they no longer need to show up in court in the first place.

Mr. Judd said the releases are part of President Obama’s “priorities” program, which says he’s only worried about illegal immigrants who came across after Jan. 1, 2014. Mr. Judd said illegal immigrants without "serious" criminal convictions on their record only have to claim they came before 2014 — without even needing to show proof — in order to be released without ever being arrested.

“Immigration laws today appear to be mere suggestions,” Mr. Judd testified to the House Judiciary Committee’s immigration subcommittee. “That fact is well known in other countries.”

Criminal networks with Latin American roots, such as MS-13 and the 18th Street gang, are using the administration's open-door policy at the border to slip in recruits that are causing a huge spike in murder and violence throughout the nation, according to an immigration expert.

Testifying Thursday at a House hearing on the border surge of young Latinos, the expert said, "Established gangs have been able to transfer an unknown number of experienced foot soldiers from Central America to help colonize new criminal territory in the United States."

Jessica M. Vaughan, the policy director for the Center for Immigration Studies, told the House Judiciary Committee's Immigration and Border Security subcommittee that "the tide of new young people, many of whom have already been exposed or involved in street gangs at home, has provided a huge pool of new recruits for the gangs here. Gangs such as MS-13 and 18th Street are enjoying a brutal revival in certain parts of the country and are establishing themselves in new places."

She added, "Violent transnational gangs such as MS-13 have taken full advantage of the Obama administration's welcome mat to swell their ranks here, contributing to a noticeable spike in gang violence in certain localities – with tragic results."

Vaughan offered dramatic details of the results of the "catch and release" policy employed by the administration as it grabs illegal immigrants crossing the border, then lets them go on a promise they will return for court hearings — which few make good on.

In the testimony provided in advance of the hearing to Secrets, she said:

— In Frederick County, Md., 20 miles from the White House, crime has jumped since about 265 illegal unaccompanied Central American minors were placed there. Gang fights in schools are now common and one of the older MS-13 "shot callers" was approved for President Obama's Deferred Action for Childhood Arrivals (DACA) program.

— In Boston, cops just arrested 56 MS-13 gang members, many who arrived in the surge of younger Latinos. Some have been linked to teen murders in an initiation rite, trying to prove themselves worthy of full membership.

— In Loudoun, County, Va., home to Washington's Dulles International Airport, three unaccompanied minors who arrived in 2013 have been indicted for the gang-related murder of 17-year-old Danny Centeno Miranda, also an unaccompanied minor living with his uncle.
