The federal government has decided not to place any Syrian refugees in Texas this week but now is planning to bring 21 of them to the state next week, according to a new plan disclosed Friday morning.

Under the plan, which was disclosed in a court filing as part of a lawsuit filed by state officials seeking to block the refugees, the six-person family whose scheduled arrival sparked the legal action will remain in New York City over the weekend, instead of coming to Dallas on Friday as originally planned. The family will instead fly to Dallas on Monday, and another six-person Syrian family will fly to Houston that same day. Then, nine more Syrian refugees will be brought to Houston on Thursday.

* BY WHAT RIGHT DOES THE FEDERAL GOVERNMENT DO THIS? UNDER WHAT SUPPOSED CONSTITUTIONAL AUTHORITY?

Overall, the 21 refugees include 12 children between the ages of 2 and 15, as well as two grandparents, according to the court filing. Four of the other seven refugees are women.

If the plan is allowed by the judge overseeing the lawsuit, Dallas-based federal judge David Godbey, it will mark a dramatic increase in the number of Syrian refugees placed in Texas in defiance of Gov. Greg Abbott's opposition due to security concerns.

More than 30 governors have announced opposition to Syrian refugees since the Paris attacks, but Texas was the first to sue.

* FORGET "SUING." THE 30 STATE GOVERNORS SHOULD CALL OUT THEIR NATIONAL GUARDS AND USE FORCE IF NECESSARY TO PRESERVE AND PROTECT THEIR CITIZENS' CONSTITUTIONAL RIGHTS!

Legal experts largely have agreed the effort probably will fail because the federal government has exclusive authority over foreign affairs.

* THIS HAS NOTHING TO DO WITH FOREIGN AFFAIRS. THIS IS DOMESTIC POLICY. PERIOD.
