Folks... does anyone besides me know what a "freeze" is?

How does a FREEZE create "savings" - let alone "additional savings...???"

Say my vacation budget for last year was $4,500.

Say I "freeze" that budget at the same $4,500. for this year and stick to it.

How have I "saved" one frigg'n red cent...?!?!
