For months, the secret talks unfolding between Taliban and Afghan leaders to end the war appeared to be showing promise, if only because of the appearance of a certain insurgent leader at one end of the table: Mullah Akhtar Muhammad Mansour, one of the most senior commanders in the Taliban movement.

But now, it turns out, Mr. Mansour was apparently not Mr. Mansour at all.

In an episode that could have been lifted from a spy novel, United States and Afghan officials now say the Afghan man was an impostor, and high-level discussions conducted with the assistance of NATO appear to have achieved little.

“It’s not him,” said a Western diplomat in Kabul intimately involved in the discussions. “And we gave him a lot of money.”

(*HEADACHE*)

The fake Taliban leader even met with President Hamid Karzai, having been flown to Kabul on a NATO aircraft and ushered into the presidential palace, officials said.

Throughout his trial, the murderer of Washington intern Chandra Levy wore a turtleneck to hide his MS-13 gang tattoos.

The Associated Press didn't mention it in Monday's coverage of Ingmar Guandique's conviction...[b]ut Guandique is an illegal alien from El Salvador. And he's yet another example of why Washington must crack down on the 12 million-plus illegals here, rather than offer them amnesty. They commit secondary crimes - including a disturbing number of violent assaults - despite President Obama's claim they "stay out of trouble" and work "low-wage" jobs Americans won't take.

[K]icking [illegal aliens] out of [our] country would solve much of the violent crime - including inside the Beltway.

Guandique also was convicted of attacking two other female joggers in Rock Creek Park around the same time Levy disappeared. If our border policies hadn't made it so easy for Guandique to break in and stay inside the U.S., he wouldn't have been able to prey on these innocent Washingtonians.

MS-13, short for Mara Salvatrucha, is a transnational criminal gang that started in Los Angeles but is now active in 42 states with 8,000 to 10,000 members. It has a strong presence even in the D.C. suburbs, and the violence it commits is not just gang on gang.

Take Hector Mauricio Hernandez, another MS-13 gangbanger here illegally. In 2008, he opened fire on a crowded school bus in Montgomery County, Md., killing a 14-year-old and two other teens. Just months earlier, Hernandez, 20, had been arrested for carrying a switch blade. But he was released, even though it was clear he was here illegally.

(*DEEP, EMOTION-LADEN SIGH*)

Why? Because the county executive refused to train police in accordance with Section 287(g) of the Immigration Nationality Act, which authorizes police to help federal agents round up illegals.

The same vicious Salvadoran gang has been implicated in dozens of murders in Virginia, including that of a pregnant 17-year-old stabbed 16 times and left to die by a Northern Virginia river bank.

These aren't petty hoodlums. They use machetes to cut people's heads off. And they're spreading this horrific brand of violence across the country. Levy's killer is the latest poster boy for Washington's ineffectiveness at keeping the most serious criminal aliens out of the U.S.
