...Strictly Skillz Barber Shop during business hours on a Saturday in August, handcuffing barbers in front of customers during a busy back-to-school weekend.

In "sweeps" on Aug. 21 and Sept. 17 targeting at least nine (barber) shops, deputies arrested 37 people - the majority charged with "barbering without a license," a misdemeanor that state records show only three other people have been jailed in Florida in the past 10 years.

The operations were conducted without warrants, under the authority of the Department of Business and Professional Regulation inspectors, who can enter salons at will.

Deputies said they found evidence of illegal activity, including guns, drugs and gambling. However, records show that during the two sweeps, and a smaller one in October, just three people were charged with anything other than a licensing violation.

Harley-Davidson, the iconic American motorcycle brand with a cult-like following, has announced it has chosen to build its second assembly plant ever outside the United States in India.

Parts made in America will be put together for the Indian market in Haryana. "What we are doing is made in USA, assembled in India, which will have a positive job effect back home which is why we are driving this investment as quickly as we are," Anoop Prakash managing director for Harley Davidson India told CNN.

India is the second fastest growing two-wheeler market in the world behind China. More than 10 million two-wheelers were sold in India in the 2009-2010 fiscal year. Beyond the obvious market potential there is another major reason Harley-Davidson is building an assembly plant in India - to bring down India's import duties which right now are so high Indian consumers pay double for fully assembled imported vehicles. Exporting just the parts to India could lower the import duty tariffs by around 80% according to Prakash.

The company said it is on target to sell 200-250 bikes in the first six months in India. The high-end bikes went on sale in the county in July 2010.

Harley-Davidson is opening its fifth dealership in Bangalore, India this month.

Illinois Republican Mark Kirk won't be seated in the U.S. Senate in time for the start of the lame duck session of Congress this month - unlike two other newly elected senators.

[S]tate officials say the paperwork officially declaring Kirk the winner of the Senate race won't be delivered until Nov. 29.

Two Democrats are expected to be sworn in at the start of the lame duck session. Chris Coons of Delaware will fill the remainder of Vice President Joe Biden's term, and Joe Manchin of West Virginia replaces the late Robert Byrd.

Sarah Palin, delving into a major policy issue a week after the mid-term elections, took aim Monday at the Federal Reserve and called on Fed chairman Ben Bernanke to "cease and desist" with a bond-buying program designed to boost the economy.

Ms. Palin said "it's far from certain this will even work" and suggested the move would create an inflation problem.

Monday's remarks, in which Ms. Palin staked out a firm stance on a complex topic, follow criticism from GOP strategist Karl Rove, who questioned her "gravitas" based on her appearance in a cable-television reality show about the Alaskan wilderness.

"When Germany, a country that knows a thing or two about the dangers of inflation, warns us to think again, maybe it's time for Chairman Bernanke to cease and desist," [noted Gov. Palin]. "We don't want temporary, artificial economic growth bought at the expense of permanently higher inflation which will erode the value of our incomes and our savings."

Gold for December delivery added $5.50 to settle at a record high of $1,403.20 an ounce.

In other metals contracts for December, silver added 68.4 cents to settle at $27.432 an ounce; copper gained 0.8 cent to $3.9565 pound and palladium rose $25.50 to $710.90 an ounce. January platinum rose $2.20 to settle at $1,771.10 an ounce.

Oil prices settled at a high for the year while most of the other energy contracts also rose. Benchmark oil for December delivery settled up 21 cents at $87.06 a barrel on the New York Mercantile Exchange. Analysts think oil prices could climb to $90 a barrel by the end of the year. In other December energy contracts on the Nymex, heating oil added 1.29 cents to settle at $2.3977 a gallon, gasoline slipped 0.15 cent to $2.1785 per gallon while natural gas gained 15.1 cents to $4.088 per 1,000 cubic feet.

December wheat added 7.5 cents to settle $7.3625 a bushel, December corn gained 11.5 cents to $5.9925 a bushel...

George W. Bush has claimed that information extracted from terrorist suspects by “waterboarding” saved British lives by preventing attacks on Heathrow and Canary Wharf.

In an exclusive interview with The Times, the former US President offered a vigorous defence of the coercive interrogation technique: “Three people were waterboarded and I believe that decision saved lives.” He denied that waterboarding, which simulates drowning, amounted to torture.

Asked if he authorised the use of waterboarding to get information from the captured al-Qaeda leader Khalid Sheikh Mohammed, he was unequivocal: “Damn right!”

Less than an hour after the period began for filing bills for consideration in the 2011 Legislative session [for the state of Texas], State Rep. Debbie Riddle (R-Tomball), a leader of the newly muscular conservatives in the Legislature, filed an 'Arizona style' measure that would crack down on illegal immigration.

Riddle says her measure is a response to what she says is the escalating violence caused by Mexican and Latin American gangs in Texas. "It is absolutely out of control with the gang related crime, which is going through the roof, so, yes, we are addressing this, and quite frankly, I am not worried about political correctness."

"The gang related crime which does have a connect with the Mexican drug cartels has gone up 250% in this state," Riddle said. "People are sick and tired of political correctness. They want their communities safe."

Twenty-nine people have been indicted in a sex trafficking ring spanning three states and allegedly run by Minneapolis-based Somali gangs.

* "UNDOCUMENTED" SOMALI GANGS...??? (*SNORT*)

An indictment unsealed Monday in U.S. District Court in Nashville says one of the goals of the gangs was to recruit females under age 18, including some under age 14, and force them into prostitution in exchange for cash, drugs or other items.

The indictment says the sex ring operated in Minneapolis, Nashville, and Columbus, Ohio.

The indictment outlines several instances of prostitution. In one case in 2005, a girl under age 14 was transported from Minneapolis to Columbus and Nashville for sex. In other cases, the girls were forced to engage in sex acts in hotel rooms, men's bathrooms and other locations.

[In Pennsylvania] the cake, cookies and candy at the school parties you might remember will become a no-no if the state approves new nutrition guidelines.

Parent organizers would have to pick just one sweet treat per party and will be "encouraged" to order anything else from a menu of healthy snacks from their district's food services department.

The Pennsylvania State Board of Education expects to vote this spring on new nutrition guidelines for food served at school, said Adam Schott, the board's executive director. Districts would have to comply by fall 2012, he said.

The rules would limit the number of parties to one classroom birthday celebration a month, and no more than three holiday parties a year. They must be held after lunch. The state could withhold or rescind state and federal reimbursements for districts that don't comply [and] could [also] revoke approval for vending machines from offending districts.
