Ener1 (an "advanced battery" manufacturer) received a $118.5 million grant to expand its manufacturing operations in Indianapolis, Ind., run by a subsidiary EnerDel, which received a visit from Vice President Joe Biden earlier this year.

NASDAQ pulled the firm from trading Friday for failing to file its most recent quarterly report on time.

It is not too often I am pleased by the foreign policy announcements from this administration, but last week's announcement that the war in Iraq was in its final stage and all the troops may be home for Christmas did sound promising.

[B]ut, examining the fine print, is there really much here to get excited about? Are all of our men and women really coming home...in this time of economic crisis, are we going to stop hemorrhaging money in Iraq?

Sadly, it doesn't look that way.

Some 39,000 American troops will supposedly be headed home by the end of the year. However, the U.S. embassy in Iraq, which is the largest and most expensive in the world, is not being abandoned. Upwards of 17,000 military personnel and private security contractors will remain in Iraq to guard diplomatic personnel, continue training Iraqi forces, maintain "situational awareness" and other functions.

* ONE MORE TIME, KIDS:

Jon Corzine, the CEO of bankrupt broker-dealer MF Global, saw his reputation tossed from the frying pan right into the regulatory fire yesterday when investigators discovered as much as $700 million in customer funds missing from the firm.

Officials from two US regulators, the Commodities Futures Trading Commission and the Securities and Exchange Commission, were looking into whether the loot was diverted to support some of the firm’s own trades.

As if the allegedly missing funds, which happened on Corzine’s watch, are not bad enough, it was learned late yesterday that the $700 million was responsible for capsizing a potential deal between MF Global and rival Interactive Brokers Group that could have saved the firm and the jobs of the company’s 2,870 employees worldwide.

Word of the possibly purloined funds came hours after MF Global was forced to filed for bankruptcy protection after its debt ratings had been downgraded to junk status on the discovery that the firm had $6.3 billion of European sovereign debt on its books - twice as much as its larger Wall Street rivals.

MF Global’s Chapter 11 was the eighth-largest bankruptcy filing in US history...

A heavyweight in both Wall Street and Washington circles, Corzine was even considered a potential cabinet member in President Obama’s administration just last summer.

Authorities say at least six people were injured in shootings across Washington on Halloween, including a juvenile who was shot in the head in Georgetown.

D.C. police say the boy was shot amid celebrations in the 2800 block of M Street about 11 p.m. Monday. He was hospitalized in grave condition. Police are preserving the scene for further investigation in the daylight.

Police say a juvenile also was shot on M Street in northeast about 8:30 p.m.

Shortly afterward, officers responded to the intersection of Georgia Avenue and Decatur Street in northwest for a double shooting. Police say a boy was shot in the knee and a woman was shot in the thigh.

Later, a woman was shot in the ankle on Crittenden Street in northwest. A man also was shot in the foot on Southern Avenue in southeast

The Obama administration has now met with the North Koreans twice and appointed two new top envoys for North Korea policy, but it has not yet consulted with Capitol Hill and has no plans to seek confirmation of the two new officials.

* IN SHORT, OBAMA IS SHORT-CIRCUITING THE CONSTITUTION'S ADVISE AND CONSENT CLAUSES. DELIBERATELY.

Glyn Davies, the newly appointed special representative for North Korea policy, attended the Oct. 24 and Oct. 25 talks in Geneva with North Korean government officials, along with his predecessor, outgoing Ambassador Stephen Bosworth. But Davies, who previously served as ambassador to the International Atomic Energy Agency (IAEA), will not have his title of "ambassador" carry over to his new position, because the State Department has no intention of putting him before the Senate for confirmation.

* GET IT, FOLKS? MORE CONTEMPT FOR THE RULE OF LAW.

Clifford Hart is the new special envoy to the (now defunct) Six Party Talks on North Korea's nuclear program, the second-ranking U.S. diplomatic position toward North Korea. He also does not enjoy the title of ambassador, because he was not put before the Senate for confirmation.

All of the previous top diplomats dealing with the North Korea issue were ambassadors.

Not all went through Senate [re]confirmation for their North Korea jobs; some, like Bosworth, were able to keep their ambassador titles from previous gigs if they had reached a certain rank.

* MEANING WE'RE TALKING A LATERAL MOVE - BOSWORTH FOR EXAMPLE HAD ALREADY BEEN CONFIRMED BY THE SENATE TO BE AN AMBASSADOR - AS A CONFIRMED AMBASSADOR HIS "POSTING" COULD CONSTITUTIONALLY BE REASSIGNED AT THE PLEASURE OF THE PRESIDENT.

Davies hasn't reached that level.

Never let a crisis go to waste.

Agriculture Committee leaders are following that old maxim, asking the “Super Committee” charged with reducing the deficit by at least $1.2 trillion to lock in high levels of farm spending for the next five years at the same time.

President Obama proposed $33 billion worth of savings from agriculture, Republican House Budget Chairman Paul Ryan (R-WI) found $30 billion, and TCS chronicled $90 billion.

* OVER TEN YEARS, I IMAGINE... (*FROWN*)

The bi-partisan leadership of the bi-cameral Agriculture Committees came up with a mere $23 billion over the next 10 years.

House Agriculture Committee Chairman Lucas (R-OK) is leading the charge to circle the wagons and protect their sacred cows stating he “would hope that that $23 billion cut would reflect a commitment from leadership in Congress that ag’s done its part for the next five years.” And he goes on to raise the specter of using the Super Committee to “tie down the resources that are available for a farm bill for the next five years.”

* WILL BOEHNER INTERVENE ON THE SIDE OF THE TAXPAYERS? I SURELY DOUBT IT. (*SIGH*)

Trying to get the Super Committee to include the Farm Bill in their package takes some chutzpah and more than a little contempt for the 523 lawmakers not on the Super Committee, as well as the American public.

* AGAIN... SHORT OF VIOLENCE... (*SHRUG*)

The Farm Bill is a massive piece of legislation Congress passes about every five years to create, continue, or modify hundreds of programs relating to agriculture. It covers programs supporting agriculture producers, conservation spending, research, trade, nutrition, and is the vehicle that governs school lunch programs and food stamps.

Any legislation that comes out of the Super Committee will receive little debate and can’t be amended. It’s untouchable; take it or leave it.

Winding down Fannie Mae and Freddie Mac was never going to be easy, given the mortgage giants' market dominance and the housing lobby of Realtors, home builders, banks and others arrayed against reform. But if even a Republican House of Representatives can't take a baby step toward a private market after some $142 billion in taxpayers losses, who will?

It's a question that House Speaker John Boehner might consider as he reads a letter that Florida Republican Bill Posey and New York Democrat Gary Ackerman are circulating to fellow Members for signatures. The letter supports an amendment to an appropriations bill that recently passed the Senate to increase the mortgage limits that Fannie, Freddie and the Federal Housing Administration can insure to $729,750 from $625,500 in certain markets for two years. California Rep. Gary Miller, the Republican who rivals Barney Frank in protecting Fannie, introduced a similar bill in May.

The Congressmen say raising the limits "will not cost taxpayers one dime" because Fan and Fred can charge more to insure more expensive homes.

(Anyone remember Bill Clinton's 1995 claim that expanding taxpayer-backed mortgages "will not cost the taxpayers one extra cent"?)

There's talk now that the House and Senate will convene a conference later this week to negotiate the final details on the appropriations bill that includes the loan-limit hike, without the accountability of so much as a floor debate or a hearing. That would confirm that, for all its reform talk, the current House majority is little better than the one that disgraced Republican principles in 2005-2006.

New York's Governor Andrew Cuomo is hindering the Americanization of new immigrants.

Governor Cuomo recently signed an executive order requiring state agencies to provide government documents in six foreign languages (Spanish, Chinese, Russian, French, French Creole (Haitian) and Italian.

These state bureaus, including the various welfare agencies, will also be required to provide free interpretation and translation services to New Yorkers who do not speak English as their primary language.

* DISGUSTING. WASTEFUL... COUNTERPRODUCTIVE... SICKENING.

This is supposedly designed to assist new immigrants. But, what message is this sending to new Americans?

Official multilingualism is telling them that it is not particularly important for immigrants, or their children, to make the effort to learn good English.

How different from the past, when Andrew Cuomo’s grandparents, Andrea and Immaculata arrived in New York in the 1920s, or when their son, Italian-speaking Mario attended PS 50.and eventually went on to become a master of the English language and Governor of New York from 1982-94.

Andrew Cuomo’s executive order implies that Italian speakers in New York today are apparently less capable of learning good English than his father’s generation was decades ago.

In the past, governors of New York, who were proud progressives and liberals like Theodore Roosevelt, Alfred E. Smith and Franklin D. Roosevelt promoted the Americanization of immigrants not multilingual Balkanization reminiscent of the old world empires that the immigrants had just left.

Today, progressive liberals like Andrew Cuomo see the new immigrants not primarily as citizens of a great Republic with equal rights and responsibilities, but as clients of a welfare state.

The liberals see immigrants and minorities as members of separate racial, ethnic, or linguistic groups who possess specifically designated group rights - in language, employment, etc. - not as individuals with equality under law.

Obviously, America is a multi-ethnic nation with many ethnic subcultures of which people are understandably proud and attached...but, these subcultures should not be separate “communities” within our nation...
