Over the next 18 months, the Environmental Protection Agency will finalize a flurry of new rules to curb pollution from coal-fired power plants. Mercury, smog, ozone, greenhouse gases, water intake, coal ash - it’s all getting regulated.

[G]roups such the Edison Electric Institute, which represents investor-owned utilities, and the American Legislative Exchange Council have dubbed the coming rules “EPA’s Regulatory Train Wreck.” The regulations, they say, will cost utilities up to $129 billion and force them to retire one-fifth of coal capacity.

Given that coal provides 45% of the country’s power, that means higher electric bills, more blackouts and fewer jobs.

Environmental groups retort that the rules will bring sizeable public health benefits, and that industry groups have been exaggerating the costs of environmental regulations since they were first created.

Authorities in Mexico found the decapitated bodies of four men and a woman in Acapulco on Saturday, the latest in a string of slayings in the popular Pacific resort this week.

Robberies and assaults have also plagued the port city, prompting local gas station attendants to stage a temporary walkout on Friday to protest the lack of security.

[Acapulco's] Daily Excelsior described the past few days as a "black week" for Acapulco, noting at least 25 people had been killed before Saturday's events.

About 42,000 people have died in drug-related killings in Mexico since President Felipe Calderon went to war on the cartels shortly after taking office at the end of 2006.

Violence was long concentrated in northern Mexico, but cities farther south, including Acapulco [and Cancun], have increasingly been swept up in the lawlessness.

Facebook said Friday it mistakenly removed a post in which Arizona Gov. Jan Brewer criticized a controversial policy decision by President Barack Obama's administration to limit deportations of illegal immigrants.

Noyes did not provide further details, including whether the removal of the post on Thursday resulted from complaints received from other Facebook users.

Gov. Brewer reposted the item Friday, saying the original post was ``censored'' by Facebook. Both versions included a statement in which she criticized the Obama policy decision and the illustration, a color drawing of Brewer in a Rosie the Riveter pose. Brewer used the drawing in her 2010 election campaign. Its headline of ``doing the job the feds won't do'' refers to Brewer's clashes with Obama's administration on immigration and border issues.

General Motors is seeking to dismiss a lawsuit over a suspension problem on more than 400,000 Chevrolet Impalas from the 2007 and 2008 model years, saying it should not be responsible for repairs because the flaw predated its bankruptcy.

In a bid to boost flagging auto sales, the federal government will pay for any warranty repairs on a General Motors or Chrysler vehicle if either company can't because of financial problems or a bankruptcy filing, President Barack Obama said on Monday.

"Let me say this as plainly as I can. If you buy a car from Chrysler or General Motors, you will be able to get your car serviced and repaired just like always," Obama said in a speech. "Your warranty will be safe. In fact, it will be safer than it has ever been. Because starting today, the United States will stand behind your warranty."

[A]ccording to the Tax Foundation study written by Logan, even taxing the nation’s millionaires at 50% - even eliminating loopholes and deductions - would only reduce the deficit by 8% and the national debt by 1%.

“Finally, to put everything in perspective, think about what would need to be done to erase the federal deficit this year: After everyone making more than $200,000 a year has paid taxes, the IRS would need to take every single penny of disposable income they have left. Such an act would raise approximately $1.53 trillion,” reported the Tax Foundation.

The trustees who oversee Social Security are urging Congress to shore up the disability system by reallocating money from the retirement program, just as lawmakers did in 1994. That would provide only short-term relief at the expense of weakening the retirement program.

Our universities impair liberal education not only by what they teach and do not teach in classrooms but also by the illiberal rules they promulgate to regulate speech and conduct outside of class.

The Obama administration has aggravated the problem.

On April 4, Assistant Secretary for Civil Rights Russlynn Ali, head of the Department of Education's Office for Civil Rights (OCR), distributed a 19-page "Dear Colleague" letter to "provide recipients with information to assist them in meeting their obligations."

(*ROLLING MY EYES*)

At the cost of losing federal funding - on which all major institutions of higher education have grown dependent - colleges and universities are obliged under Title IX of the Civil Rights Act (which prohibits discrimination on the basis of sex) to thoroughly investigate all allegations of sexual harassment and sexual assault on campus, including the felony of rape.

* FAIR ENOUGH; SO FAR SO GOOD. (BUT WAIT... READ ON!)

They are also obliged, according to Ms. Ali, to curtail due process rights of the accused.

* I FEEL A MIGRAINE COMING ON... (*SIGH*)

OCR's new interpretation of Title IX "strongly discourages" universities from permitting the accused "to question or cross-examine the accuser" during the hearing.

* HUH...?!?! CROSS-EXAMINATION OF ACCUSERS AND WITNESSES IS ONE OF THE HALLMARKS OF THE AMERICAN LEGAL SYSTEM!

In addition, if universities provide an appeals process, it must be available to both parties - which subjects the accused to double jeopardy.

Most egregiously, OCR requires universities to render judgment using "a preponderance of the evidence" standard. This means that in a rape case, a campus disciplinary board of faculty, administrators and perhaps students serves as both judge and jury.

* ...AND EXECUTIONER. (*SIGH*)

[T]o deliver a verdict of guilty, they need only believe that the accused is "more likely than not" to have committed the crime.

Yale, Stanford and many other universities have rushed to comply with OCR's directives.

On campus, where casual sex is celebrated and is frequently fueled by alcohol, the ambiguity that often attends sexual encounters is heightened and the risk of error in rape cases is increased. The consequences for a wrongly convicted student are devastating: Not only is he likely to be expelled, but he may well be barred from graduate or professional school and certain government agencies, suffer irreparable damage to his reputation, and still be exposed to criminal prosecution.

[U]niversities are institutionalizing a presumption of guilt in sexual assault cases. This implements the doctrine developed in the 1980s and '90s by postmodernists, radical feminists and critical legal studies scholars that inspired the ruinous campus speech codes. That doctrine teaches that the American political order is designed to oppress the weak; that racial minorities and women, whether they realize it or not, are victims; and that the truth, except for the first two propositions, is infinitely malleable.

* FUNDAMENTAL CHANGE - OBAMA STYLE. (*SHRUG*)

Where are the professors of history, political science and law who will insist clearly and in public that due process is a fundamental component of American political institutions and culture, a cornerstone of our legal system, and indispensable in a free society to the fair administration of justice?

Where are the professors of moral philosophy and practical ethics who will stand up and declare that the presumption of innocence rightly gives expression to both the belief in the dignity of the individual and the awareness of human fallibility?

And where are the deans, provosts and university presidents who will explain in no uncertain terms to their campus communities and to the wider public that weakening due process and freedom of speech protections erodes the framework within which free inquiry flourishes?

So far such professors and high university officials are nowhere to be found.

President Obama is promising one more plan to spur growth and hiring, to be unveiled after Labor Day.

* HE'S GONNA RESIGN?!

Consider Mr. Obama's main new-old proposal, which is to extend his temporary payroll tax for one more year, conveniently through the election of 2012.

(*THUMBS DOWN*)

In December, Mr. Obama signed a law which cut the payroll tax rate on workers to 4.2% from 6.2% on salaries up to $106,800 for 2011.

* WHICH WAS A BAD IDEA THEN - A BAD PANDERING IDEA - AND IT'S A BAD IDEA NOW!

Extending it through 2012 would cost the Treasury about $115 billion in lost revenue on a static basis.

[T]he plan is supposed to operate like the one-time tax rebates that didn't work when President Bush signed them in 2001 and 2008.

* WHICH... (*DRUM ROLL*)... I OPPOSED IN 2001 AND 2008! FOLKS... IT'S SPENDING...!!! THAT'S WHAT IT IS WHEN THE GOVERNMENT WRITES CHECKS...!!! BUSH WAS AN ASSHOLE...!!! OBAMA IS - IF ANYTHING - A BIGGER ASSHOLE...!!!

This year's payroll tax cut also hasn't resulted in many jobs.

* YEAH... SOME OF US HAVE NOTICED. (*SMIRK*)

In December the White House touted a Deutsche Bank economic analysis predicting that the tax holiday would increase output by 0.7 percentage points and boost overall year-over-year GDP growth to 4%. They weren't even close. Instead the economy decelerated and growth in the first six months averaged 0.8%, down from 3% in 2010.

* FOLKS... UNDERSTAND... OBAMA AND HIS ECONOMIC ADVISORS ARE TOTAL INCOMPETENTS! THIS ISN'T JUST ME SAYING IT... THIS IS WHAT THE FACTS DEMONSTRATE...!!!

To help the economy, any tax cut should be broad-based, immediate and permanent. The best tax cut would cut marginal rates for individuals and business across the board. Rather than add $115 billion more to the 2012 federal deficit by extending a tax cut that won't create jobs, Republicans would do better to use that money to help finance a larger tax reform.

* IN OTHER WORDS... OBAMA IS ALSO USING THIS PROPOSAL FOR BASE POLITICAL GAIN; HOPING AMERICANS ARE SO STUPID THAT THEY DON'T REALIZE THAT THE MONEY "HE" IS "ALLOWING" THEM (US!) TO "KEEP" IS SIMPLY BEING DEBITED AGAINST OUR PORTION OF THE NATIONAL DEBT!

Mr. Obama's payroll tax cut is...a gesture...designed to portray Republicans as hostile to average workers if they oppose it.

But one political cost of signing onto tax cuts that don't promote growth is that Republicans are giving tax reduction a bad name.
