Barker's Newsbites: Monday, August 1, 2011


No doubt another frustrating day awaits, folks.

(*SHRUG*)

Just having browsed a few Drudge headlines it appears that there is indeed some sort of "deal" in the works that will pass the Senate, the House (where Tea Party Republicans don't have the votes to stop it; remember, there's no filibuster in the House) and be signed into law by the Dickhea... er... President of the United States.

Of course the "details" are - as various media accounts note - "fuzzy" at this point.

(*SNORT*)

And of course, par for the course, not one single Senator or member of the House or even the Dickhea... er... President himself will actually read or fully understand all the provisions and repercussions of whatever final bill is signed into law...

(*JUST SICK TO MY STOMACH*)

But, hey... this is Washington DC! This is America 2011! This is the Age of Obama, McConnell, Reid, Boehner, and Pelosi!

According to some of the news browsing I've been doing it looks like the part of the "McConnell Plan" which unconstitutionally transfers purely legislative functions, powers, and responsibility to the Executive Branch - in this case Barak Hussein Obama.

And, yeah... looks like we'll get another "Commission" while again (or so the politicians think) absolves them of bearing individual responsibility for any decisions made by said commission.

Folks... understand... ignore the news media and most of the pundits; we're not gonna even have a chance to go over what's going to be done until after whatever final version of a bill they're working on is actually passed and signed into law.

Is there ANY... ANY chance at all that the Tea Party Republicans can stop this corrupt bargain from going through? I don't see how... but I'll be praying up until the end.

(Yes... literally praying...)

Last but not least, folks, once again... I truly fear that violence is the next step in the political process. I'm no criminal (let alone terrorist) threat to anyone, but no doubt there are Americans out there for whom this latest betrayal by the GOP leadership of the American People marks the crossing of a bright red line.

Heck... perhaps more than a few of the kinds of folks I'm thinking of have Semper Fi tattooed on their left arms...

About the debt deal struck yesterday, it should be said that we should have known.

Put simply, we should have known that the small government wing of the political class and commentariat doesn’t believe its own rhetoric.

How we should have known was explained in high resolution a few months back. It was then that the same small government establishment which told us for decades that “spending cuts” are merely reductions in future outlays, fell over itself to praise a budget plan by Rep. Paul Ryan that would massively increase the burden of government.

(*RAISING MY HAND*) HMM... ACTUALLY JOHN... SOME OF US DID KNOW. (*SHRUG*)

Some would call it partisan hypocrisy, but the more realistic answer is that the commentariat that sides with the small government wing in Washington owes its living to the perpetuation of a federal government that will never shrink.

* NO... IT'S NOT QUITE THAT SIMPLE. AFTER ALL, THE COMMENTARIAT WOULD BE THE COMMENTARIAT REGARDLESS OF THE SHEER SIZE OF THE FEDERAL GOVERNMENT.

Indeed, if the small government establishment truly believed its voluminous columns about how small government and free markets are the path to prosperity, then it would have recommended that the GOP sit on its hands and maintain a legal barrier to increased spending which is itself the debt limit.

* YEP! THAT'S WHAT THE WORD "LIMIT" MEANS! THAT'S WHAT THE WORD "CEILING" MEANS!

It would have because as anyone with a pulse knows, we won’t nor do we need to default.

So assuming maintenance of the existing debt ceiling, there’s no default after which two parties that have never been able to cut spending would be forced by law to reduce spending by as much 40%. What’s funny about a 40% reduction is that far from draconian or painful as both the big and small government wings would like us to believe, such “austerity” would simply bring us back to 2006 Bush era levels of spending.

Of course, all of the above assumes the Republican/conservative small government establishment really wants true cuts in spending.

(Apparently not.)

Instead, the small government establishment has hit us with increasingly absurd reasons for accepting an increase in the debt limit in return for future declines in government spending that history tells us won’t ever materialize.

* AGAIN, FOLKS... SOMEONE... ANYONE... LAY OUT THE VIABLE SOLUTION - OTHER THAN VIOLENCE - FOR DEALING WITH WASHINGTON DC. LAY IT OUT FOR ME! PLEASE! I'M BEGGING YOU!

First they told us that real reductions would at this point be a bridge too far, that with a GOP that allegedly believes in small government only in control of the House of Representatives, we’re asking too much. That would normally be a good response, but then this same small government establishment has for years explained heavy spending during the Reagan years as a function of the Republicans not being in control of a House of Representatives where spending constitutionally originates.

National Review’s Rich Lowry, an advocate of a spending deal even if it “doesn’t meet a test of absolute purity,” wrote as much last week.

Justifying nosebleed levels of spending under Ronald Reagan, Lowry wrote that Reagan’s tough choices included confronting “a Democratic House.” So while Democrats could apparently control spending during the Reagan years on the way to large deficits, we apparently can’t ask Boehner et al to reverse the growth of government despite being in possession of similar constitutional powers over the purse.

Rather than request that Boehner and the GOP leadership do what they were elected to do, we have the Wall Street Journal’s Kimberley Strassel mocking the “unrealistic wing of the conservative movement” for demanding the cuts that politicians never seem to get around to.

* HEY, JOHN - WHENEVER YOU SEE A COMMENT ON THE JOURNAL'S COMMENT PAGES BY "EDMUND G. STEUBING" - THAT'S ME! (I CRUXIFIED STRASSEL... AS I OFTEN DO NOONAN AND THE OTHER "WETS.")

Despite elections in 2010 that revealed a strong voter preference for smaller government, Strassel not long ago made plain that she would prefer that the GOP hand spending control over to President Obama so that he’ll “own” his economic failures even more in the eyes of voters in 2012. Voters be damned.

* SERIOUSLY, JOHN... HERE'S THE PROBLEM WITH ALL TOO MANY OF THE REPUBLICAN ESTABLISHMENT MOVERS, SHAKERS, HANGER-ONERS AND SHILLS: THEY'RE STUPID! THEY'RE NOT SIMPLY VENIAL... THEY'RE ACTUALLY STUPID!

[T]his same small government establishment has dined out on, written about, and commentated on television for all of Obama’s presidency that “hope and change” had morphed into lots of the same old Washington-style dealmaking. If so, why then advocate similar dealmaking from the GOP that will explicitly increase the burden of government?

The small government establishment’s response to the above is probably what’s most offensive about this whole exercise. Indeed, their “strategy” here is to quiet the “unrealistic” knuckle-draggers who populate the Tea Party with an eye on retaking the White House in 2012 after Obama’s economic plan predictably fails. In short, the small government establishment is saying explicitly that we should let Washington’s wise men on the right grow the federal government now so that they can shrink it after 2012.

The truth is that frightening rhetoric about default and full faith and credit of the United States is being carelessly thrown around to ram through a bigger budget than ever...

* AS I'VE BEEN SAYING ALL ALONG...!!!

If your family's income did not change year over year, would it be wise financial management to accelerate spending so you would feel richer? (That is what our government is doing, with one side merely suggesting a different list of purchases than the other.)

In reality, bringing our fiscal house into order is not that complicated or excruciatingly painful at all. If we simply kept spending at current levels, by their definition of "cuts" that would save nearly $400 billion in the next few years, versus the $25 billion the Budget Control Act claims to "cut". It would only take us 5 years to "cut" $1 trillion, in Washington math, just by holding the line on spending. That is hardly austere or catastrophic.

Our [federal] revenues currently stand at approximately $2.2 trillion a year...

Our outlays are $3.7 trillion - and - projected to grow every year.

Yet we only have to go back to 2004 for federal outlays of $2.2 trillion, and the government was far from small that year.

If we simply returned to that year's spending levels, which would hardly be austere, we would have a balanced budget right now.

* AND, HECK... I'D BE THRILLED TO DEATH TO GO BACK TO THE FEDERAL EXPENDITURES OF BILL CLINTON'S LAST YEAR IN OFFICE! THAT WAY WE COULD START PAYING OFF SOME PRINCIPLE ON THE DEBT...!!!

If we held the line on spending, and the economy actually did grow as estimated, the budget would balance on its own by 2015 with no cuts whatsoever.

We pay 35% more for our military today than we did 10 years ago, for the exact same capabilities. The same could be said for the rest of the government.

Why has our budget doubled in 10 years? This country doesn't have double the population, or double the land area, or double anything that would require the federal government to grow by such an obscene amount.

In Washington terms, a simple freeze in spending would be a much bigger "cut" than any plan being discussed. If politicians simply cannot bear to implement actual cuts to actual spending, just freezing the budget would give the economy the best chance to catch its breath, recover and grow.

There have been only 624 municipal bankruptcies - called Chapter 9 filings - since 1937, with five occurring last year, according to James Spiotto, a municipal bankruptcy expert at the law firm Chapman and Cutler.

"A bankruptcy filing is sort of an endgame over years and years of economic distress, so it's not something your typical U.S. town or city is likely to experience anytime soon," Adam Stern, a vice president at Boston-based Breckinridge Capital Advisors, a municipal bond investment firm, said.

Alabama's Jefferson County is currently working to ward off the largest municipal bankruptcy in U.S. history stemming from its $3.2 billion sewer bond crisis. The Pennsylvania state capital of Harrisburg, which has about $300 million incinerator debt, is also considering bankruptcy.

This is a major retreat from NATO's earlier position that Gadhafi had to leave Libya.

When the House of Representatives voted this evening on legislation to increase the limit on the federal debt by as much as $2.4 trillion, House Republicans broke a promise included in their 2010 Pledge to America to post the text of bills online “for at least three days” before bringing them up for a vote.

“We will ensure that bills are debated and discussed in the public square by publishing the text online for at least three days before coming up for a vote in the House of Representatives,” said the Pledge to America. “No more hiding legislative language from the minority party, opponents, and the public. Legislation should be understood by all interested parties before it is voted on.”

The Budget Control Act of 2011...was posted on the website of the House Rules Committee at 1:45 a.m. on Monday morning.

CNSNews.com asked several leading House Republicans via e-mail and by telephone how a vote on the debt-limit legislation less than 72 hours after it was posted online fits with their Pledge to America.

Those asked included House Speaker John Boehner, Majority Leader Rep. Eric Cantor (R-Va.), House Republican Conference Chairman Jeb Hensarling (R-Texas), Vice Chairman of the Conference Cathy McMorris Rodgers (R-Wash.), Conference Secretary John Carter (R-Texas), and Rep. Chaffetz. None of these House Republicans responded to the question.

The U.S. Treasury said Monday that it will step up borrowing after the debt ceiling is raised...

* WELL, DUH! THIS ISN'T EXACTLY NEWS! THAT'S THE PURPOSE OF RAISING THE LIMIT - TO ALLOW MORE OUT OF CONTROL SPENDING VIA IRRESPONSIBLE BORROWING!

In its quarterly funding plans, the Treasury said it expected to issue $331 billion in net debt in the July-September quarter, up from $190 billion in the previous period.

During October-December, the Treasury will borrow another $285 billion...

How good a deal do we have before us? Does it rise to the level of credible solution to the rising U.S. government debt burden?

Let’s assume perfect execution, meaning $2.5 trillion in deficit-reduction over the next decade.

Under current CBO projections, debt held by the public will amount to about $10.35 trillion in 2011 (69% of our $15 trillion GDP) and will grow to $20.1 trillion in 2021 (101% of an expected $19.9 trillion GDP).

* HMM... ISN'T GROWING THE OPPOSITE OF SHRINKING...??? (IN OTHER WORDS... NO CUTS, FOLKS... NO CUTS...)

That’s under the CBO’s less-rosy “alternative fiscal scenario,” meaning that the Bush tax cuts are not allowed to expire, that the deep Medicare spending cuts that consistently have been put off continue to be put off, etc. (Couple of notes: These figures are in constant 2011 dollars. Debt held by the public, rather than total debt, including such intragovernmental debt as the money owed to the fictitious Social Security trust fund, is not my favorite measure of debt, but I’ll stick with it here, since the CBO is using it.)

[W]ith this deal in place, the public debt will grow by about 70% in the next decade in dollar terms, and about 47% in terms of GDP share.

* FOLKS... DO YOU UNDERSTAND...?!?!

Even if this deal is...perfectly executed, we continue to press toward national insolvency. At the very least, that means we can probably kiss that AAA credit rating goodbye, and soon. If losing the AAA drives up the cost of borrowing, that will make the deficits that much worse, which will put additional pressure on our credit rating.
