The Department of Justice's Executive Office for Immigration Review (EOIR) is tasked to "adjudicate immigration cases by fairly, expeditiously, and uniformly interpreting and administering the Nation's immigration laws."
But an internal review conducted by EOIR found that numerous students given paid temporary jobs through the Student Temporary Employment Program (STEP) "had relatives at EOIR when they were hired."
* JUST FOR THE RECORD... I'M NOT COMFORTABLE WITH "STUDENTS" BEING GIVEN SUCH POWER; ARE ANY OF YOU (READING THIS)?
When it was found that "four students who were relatives of the three most senior officials in the organization - EOIR Director Osuna, Chairman of the Board of Immigration Appeals (BIA) David Neal, and Chief Immigration Judge Brian O'Leary" the DOJ's inspector general stepped in to provide a more detailed report, as an internal report might "create real or apparent conflicts of interest."
* YA THINK...?!?!
The Department of Justice inspector general's office found that, between 2007 and 2012, 32 of 200 – or 16% – of students hired had a relative working at EOIR.
Multiple officials there told the inspector general that "hiring relatives for paid student positions was a standard practice or commonplace." (So commonplace that, between 2005 and 2012, "at least 7 of the 19 current temporary and permanent board members of the BIA had children working in paid student positions.")

Director Osuna, the report states, "more likely than not participated in the decision to place his niece in a position." Further, when his niece wanted to return the following year, he asked a direct subordinate, "can we get the paperwork moving?" The OIG concluded "this involvement violated several statutes and regulations, including the federal nepotism statute and the Standards of Ethical Conduct for Employees of the Executive Branch."
* SO... WILL OSUNA BE ARRESTED... CHARGED... TRIED... AND CONVICTED OF A CRIME?

David Neal, chair of the Board of Immigration Appeals, passed his daughter's resume to Director Osuna. She was given a paid internship in 2007 and re-hired the following year. But the OIG found "insufficient evidence to conclude that Neal advocated for his daughter's appointment in violation of the federal nepotism statute..."
* AND THE SECRET SERVICE DOESN'T BUST OBAMA EVERY TIME HE FIRES UP A DOOBIE! BIG FRIGGIN' SURPRISE!
Neal also "approached Chief Immigration Judge O'Leary" and another immigration judge "to inquire about summer job opportunities" for his high-school aged son. The OIG found this "constituted impermissible advocacy under the federal nepotism statute" but couldn't conclude that he "violated the Standards of Ethical Conduct or the federal conflict of interest statute."
* FOLKS. AGAIN. THE RULE OF LAW JUST DOESN'T APPLY TO THESE PEOPLE. WE'RE BECOMING MORE AND MORE LIKE A THIRD-WORLD NATION IN TERMS OF CORRUPTION EACH AND EVERY DAY!
Chief immigration judge O'Leary informed a colleague his daughter, who had an interest in architecture, that she would be applying for a STEP position. Another colleague at EOIR informed O'Leary he had an interest in hiring his daughter, but O'Leary "discouraged her from doing so because it might have prevented his daughter from being hired" into the facilities management unit. The OIG found O'Leary "violated the Standards of Ethical Conduct, which prohibit an employee from using his public office for the private gain of relatives."

Medicare payments to health care providers for services rendered to illegal aliens totaled more than $91.6 million from 2009 to 2011, a new report released by the Department of Health and Human Services Office of the Inspector General revealed.
The $91.6 million in claims went toward services for a 2,575 illegal aliens.

Centers for Medicare & Medicaid Services (CMS) records, however, identified over 29,100 beneficiaries that were in the country illegally at some point in the timeframe the IOG investigated.

The inspector general’s office limited its audit to those 2,575 to look “at whether CMS had adequate controls to prevent and detect improper payments for Medicare services rendered to unlawfully present individuals.”

Federal regulations prohibit Medicare payments from benefiting people in the country illegally.

Legal aliens are permitted to receive Medicare benefits.

The inspector general concluded that when CMS had data about the unlawful presence of a potential beneficiary, CMS’ controls were adequate to prevent payment. In many cases, however, CMS did not have information that a potential beneficiary was in the country illegally until after payment and did not have systems in place to recoup the $91.6 million.

The report was released Wednesday, along with an audit of incarcerated beneficiaries who improperly received Medicare reimbursed services from 2009 to 2011 — or 11,619 incarcerated recipients at a cost of more than $33.5 million.

Immigrants and their U.S.-born children make up more than 40% of new Medicaid recipients at a cost of $4.6 billion, according to an analysis of government data.
The Center for Immigration Studies, a low-immigration advocacy group, released a report early Thursday that found both legal and illegal immigrants and their minor children made up 42% of Medicaid growth from 2011 to last year.
Part of the increased enrollment came as a result of the new healthcare law’s expansion of Medicaid to impoverished and low-income adults.

“The high rate and significant growth in Medicaid associated with immigrants is mainly the result of a legal immigration system that admits large numbers of immigrants with relatively low-levels of education, many of whom end up poor and uninsured,” the report says.
"This fact, coupled with the extensive supports we provide to low-income residents, unavoidably creates very significant costs for taxpayers.”

According to CIS officials, most of the immigrants tallied in the report entered the United States legally. The report also found that two-thirds of the Medicaid recipients were the adult immigrants and not the children of immigrants born in the United States.

Immigrants and their children are benefiting more from Medicaid expansion than non-immigrants. The report found that 25% of immigrants and their children were enrolled in Medicaid, compared to 16% of non-immigrants and their children.
The data was culled from the U.S. Census Current Population Survey’s Annual Social and Economic Supplements.

The Obama administration is seeking a waiver for war funds that would allow it to send aid to groups suspected of “gross human rights violations.”
Congress has been sent a proposal for $1.6 billion to train Iraqi and Kurdish forces, but the White House wants funding to be exempt from 1997’s Leahy Law, The Associated Press reported Thursday.
The funding request is part of a larger $5.6 billion package the Obama administration seeks for its military operations against the Islamic State group, AP reported.
The Leahy Law, which is named after Vermont Sen. Patrick Leahy, includes actions such as murder, torture and extrajudicial imprisonment as examples of “gross human rights violations,” AP reported.

ObamaCare architect and MIT professor Jonathan Gruber’s remarks about the "stupidity" of the American voter and the passage of ObamaCare is bad enough. What is even more disturbing are his comments about the bill’s deliberate lack of transparency.
The arrogance and condescension that has too often characterized the Obama administration’s policies have put the American public in the unfortunate position of having to learn about the health care changes the hard way, on their own.
Here are three crucial changes that the president clearly didn’t want you to know about:
1. Huge deficits and new taxes: According to the Congressional Budget Office, the latest projections for the net cost of ObamaCare over the next ten years are just over $1.4 trillion. Whereas President Obama promised in 2009 that it would cost less than $1 trillion over ten years.
In order to partially pay for this, ObamaCare has added more than 20 new taxes totaling over $500 billion.
* CORRECTION: THAT ARE "ESTIMATED" TO BRING IN OVER $500 BILLION. (JUST AS OBAMACARE WAS "ESTIMATED" TO COST LESS THAN $1 TRILLION OVER TEN YEARS AND NOW THE FIGURE IS $1.4 TRILLION.)

2. Bureaucracy: Speaking of Orwellian politics, ObamaCare includes 159 new boards and agencies to restrict and govern your health care choices.
3. Still more bureacucracy: Dysfunctional state exchanges with high deductible policies, narrow doctor networks, including federally-run exchanges in 36 states which may not be allowable under the law (SCOTUS currently considering this case).
Here are [four] new things coming up in 2015 that you aren’t going to like:
1. In 2015, the penalty will more than triple to $325 per person or 2% of income, whichever is higher. (If an American failed to get coverage this year, the penalty will be taken out of their tax refund in early 2015.)
2. According to Investor’s Business Daily, the lowest cost bronze plan will increase an average of 7% in many cases, the lowest cost silver plan by 9%, and the lowest priced catastrophic policy will climb 18% on average. Double digit rate hikes are anticipated in several southern and Midwestern states including Kansas, Iowa, Louisiana, North and South Carolina, Tennessee, Iowa, and Virginia.
3. After being delayed for a year, large businesses (100 or more employees in 2015, 50 or more in 2016) will be required to offer affordable (and subsidized) health plans to at least 70 percent of their full time employees or face a $2,000-$3,000 penalty per employee. This mandate will lead to fewer full time employees being hired.
4. Subsidies will continue to be a huge part of the program. In 2014, subsidies provided three-quarters of the premiums for the federally-run exchanges.

Municipal bonds have posted gains for 10 consecutive months, the longest rally in state and local government debt since 1992, according to Barclays.
* GAIN... IN... DEBT...
Munis, which have a reputation for stability and safety, have returned 8.1% this year, through Thursday, including both price gains and interest payments.
That tops the 4.1% return for ultrasafe U.S. Treasurys as well as the 6.4% for highly rated corporate bonds and 4.5% for so-called junk bonds, both of which are seen as riskier investments. Munis aren’t far behind blue-chip stocks.
That’s not all. Muni investors typically pay no federal tax on the interest...

...and if they live in the state or city that issued the bonds, they can often avoid those taxes, too.

That makes helping governments build vital infrastructure all the more attractive.

Investors have responded to the rally by pouring $18.2 billion into muni-bond funds through October, according to Lipper, which tracks fund flows. By comparison, investors yanked $48.4 billion out of munis over the same period last year, amid widespread concern that Detroit’s record bankruptcy and Puerto Rico’s debt woes pointed to broader problems with municipal finances. Muni bonds lost 2.55% in 2013.
But as with any investment, there are risks and other issues to consider before jumping in.

Munis make the most sense for investors who pay a lot in taxes and can use the bonds to lower their tax bill, says Rob Williams, director of income planning at the Schwab Center for Financial Research at brokerage firm Charles Schwab.

In fact, even though munis typically have lower yields than Treasurys or corporate bonds, they may provide more income once you take the tax advantages into account.

Many of the issuers also carry strong credit ratings.

The higher the tax rate, the better munis can look. The advantages can be even greater when state and local taxes come into play. An investor who is in the highest federal income-tax bracket and lives in New York City, for example, would need to get a 3.79% yield on a taxable bond to match the return on a 2% muni, given state and local taxes.

Muni bonds make up about 10% of the bond market, but comprise closer to 90% of many investors’ bond portfolios, says Mr. Roth. ... The muni market can be “illiquid and opaque,” according to a 2012 Securities and Exchange Commission report.

Appearing at an event at the Atlantic Council on November 7th, CENTCOM’s Gen. Lloyd Austin made what, for many, was a surprising admission:
“The Yemeni government is under enormous pressure from multiple fronts,” he said. “And we’re in danger of losing a key partner in our counter-terrorism allies.”

It was not the statement itself that was surprising for those who have been paying attention to events in Yemen. Rather, it was a rare admission from a U.S. official that things weren’t going well in the country, which the Obama administration has cast as a key success story in the battle against al-Qaeda.

President Obama in September used U.S. counter-terrorism strategy in Yemen as a success story worthy of emulation elsewhere, as he laid out his strategy to combat the Islamic State, or ISIS or ISIL.

But events in Yemen - the real Yemen, a place with a rich and complex political culture whose fluctuations are far more important to the day-to-day life of the average person than al-Qaeda — told a rather different story.
A long-gestating political crisis deepened before turning violent until, finally, on Sept. 21, after 4 days of intense fighting, Zaidi Shi’a Houthi rebels signed a peace agreement with the country’s main political factions after taking control of Sana’a, Yemen’s capital.
* AFTER TAKING CONTROL OF YEMEN'S CAPITAL! (HAD YOU EVEN HEARD OF THIS!)
The rising strength of the Houthis portends obvious problems with not just Yemen’s current government, headed by close U.S. ally Abdo Rabbu Mansour Hadi, but the United States’ strategy in the country as a whole.

Hadi has proven a malleable ally for Washington, permitting the U.S. not just to launch drone strikes against suspected al-Qaeda in the Arabian Peninsula, or AQAP, targets in the region, but actively praising drones despite widespread public opposition to attacks that have left dozens of civilian casualties in their wake in recent years.
The Houthis, however, refuse to meet with American officials on ideological grounds.

Across political lines, many Yemenis have been frustrated by what they see as the U.S. intervening in Yemen’s affairs...
It’s hard to see where the current imbroglio ends. A newly named cabinet has received mixed reviews while predictions that presidential and parliamentary elections will take place next year — already delayed from last February — seem optimistic at best.
Regardless of whether a modicum of stability does return, the challenge of Yemen is far more complicated than finding a favored partner to do Washington’s bidding.
Security in the country — whether in terms of reckoning with al-Qaeda fighters or bringing an end to factional violence — will only come with a government with institutions that are capable demonstrating legitimacy and control over the country. Anything else — claims of “models” and “success stories” notwithstanding — will inevitably prove aesthetic at best.

On 10 April 2014, the USS Donald Cook entered the waters of the Black Sea and on 12 April a Russian Su-24 tactical bomber flew over the vessel triggering an incident that, according to several media reports, completely demoralized its crew, so much so that the Pentagon issued a protest.
The USS Donald Cook (DDG-75) is a 4th generation guided missile destroyer whose key weapons are Tomahawk cruise missiles with a range of up to 2,500 kilometers, and capable of carrying nuclear explosives. This ship carries 56 Tomahawk missiles in standard mode, and 96 missiles in attack mode.
The US destroyer is equipped with the most recent Aegis Combat System. It is an integrated naval weapons systems which can link together the missile defense systems of all vessels embedded within the same network, so as to ensure the detection, tracking and destruction of hundreds of targets at the same time. In addition, the USS Donald Cook is equipped with 4 large radars, whose power is comparable to that of several stations. For protection, it carries more than fifty anti-aircraft missiles of various types.

Meanwhile, the Russian Su-24 that buzzed the USS Donald Cook carried neither bombs nor missiles but only a basket mounted under the fuselage, which, according to the Russian newspaper Rossiyskaya Gazeta, contained a Russian electronic warfare device called Khibiny.
As the Russian jet approached the US vessel, the electronic device disabled all radars, control circuits, systems, information transmission, etc. on board the US destroyer.

In other words, the all-powerful Aegis system, now hooked up - or about to be - with the defense systems installed on NATO’s most modern ships was shut down, as turning off the TV set with the remote control.
The Russian Su-24 then simulated a missile attack against the USS Donald Cook, which was left literally deaf and blind. As if carrying out a training exercise, the Russian aircraft - unarmed - repeated the same maneuver 12 times before flying away.
After that, the 4th generation destroyer immediately set sail towards a port in Romania.
Since that incident, which the Atlanticist media have carefully covered up despite the widespread reactions sparked among defense industry experts, no US ship has ever approached Russian territorial waters again.

According to some specialized media, 27 sailors from the USS Donald Cook requested to be relieved from active service.
Vladimir Balybine - director of the research center on electronic warfare and the evaluation of so-called "visibility reduction" techniques attached to the Russian Air Force Academy - made the following comment:
"The more a radio-electronic system is complex, the easier it is to disable it through the use of electronic warfare."
