The Financial Report of the United States, which applies corporate-style accrual accounting methods to Washington, showed the government's liabilities exceeded assets by $13.473 trillion.

That compared with a $11.456 trillion gap a year earlier.

The government's net operating cost, or deficit, in the report grew to $2.080 trillion for the year ended September 30 from $1.253 trillion the prior year as spending and liabilities increased for social programs.

The U.S. Senate on Tuesday approved a compromise bill to fund the government until March 4, 2011. After that, Republicans will have the chance to push through dramatic budget cuts.

Sen. Jim DeMint, R-SC, says Federal Communications Commission should be renamed the "Fabricating a Crisis Commission," following a vote by the panel's three Democrats to approve proposed rules that amount to a hostile takeover of the Internet by a government agency acting illegally.

The proposal - misleadingly described by proponents as an attempt to insure "net neutrality" by guaranteeing equal access to the Internet - was introduced a year ago by Julius Genachowski, President Obama's appointee as FCC chairman.

A federal court has ruled that the commission has no authority to regulate the Internet, and a bipartisan group of senators and representives warned Genechowski not to attempt to impose a regulatory regime on the Internet earlier this year.

The move's legality was even questioned by FCC Commissioner Michael Copp, one of the Democrats who voted today with Genachowski, saying he considered voting against the proposal because it lacks a sufficiently defensible legal basis to survive a court challenge promised by major Internet Service Providers like Verizon, Microsoft, and AT & T.

The net neutrality vision for government regulation of the Internet began with the work of Robert McChesney, a University of Illinois communications professor who founded the liberal lobby "Free Press" in 2002.

Mr. McChesney's agenda? "At the moment, the battle over network neutrality is not to completely eliminate the telephone and cable companies," he told the website SocialistProject in 2009. "But the ultimate goal is to get rid of the media capitalists in the phone and cable companies and to divest them from control."

(A year earlier, Mr. McChesney wrote in the Marxist journal Monthly Review that "any serious effort to reform the media system would have to necessarily be part of a revolutionary program to overthrow the capitalist system itself." Mr. McChesney...acknowledged that he is a socialist and said he was "hesitant to say I'm not a Marxist.")

President Obama, long an ardent backer of net neutrality, is ignoring both Congress and adverse court rulings, especially by a federal appeals court in April that the agency doesn't have the power to enforce net neutrality.

He is seeking to impose his will on the Internet through the executive branch.

FCC Chairman Julius Genachowski, a former law school friend of Mr. Obama, has worked closely with the White House on the issue. Official visitor logs show he's had at least 11 personal meetings with the president.

Mr. McChesney and his Free Press group have had astonishing influence. Mr. Genachowski's press secretary at the FCC, Jen Howard, used to handle media relations at Free Press. The FCC's chief "diversity officer," Mark Lloyd, co-authored a Free Press report calling for regulation of political talk radio.

Over 300 House and Senate members have signed a letter opposing FCC Internet regulation, and there will undoubtedly be even less support in the next Congress.

US President Barack Obama's top aide on intelligence appeared to be completely unaware in a television interview of the arrests this week of 12 men accused of plotting an Al-Qaeda-inspired attack.

US Director of National Intelligence James Clapper was asked about the attacks, with ABC News interviewer Diane Sawyer posing the questions: "First of all, London. How serious is it? Any implication that it was coming here?"

After a long pause, Clapper replied, "London?"

Twelve men were arrested Monday in a sweep in the Welsh capital Cardiff, the central English town of Stoke-on-Trent, Birmingham and in London.

[ABC's Diane] Sawyer brought up Clapper's apparent ignorance of the developments later in the interview. "I was a little surprised you didn't know about London," she said.

"Oh, I'm sorry, I didn't," Clapper replied.

Yesterday the Health and Human Services department dropped one of ObamaCare's more destructive regulations, which will further increase political control of health care and impose price controls on private insurance premiums.

Under the 136-page rule, the federal government will now decide what counts as an "unreasonable" rate increase, and HHS Secretary Kathleen Sebelius wrote to Governors yesterday urging them "to prevent unjustified and excessive health insurance premium growth." Apparently, "unreasonable" means rate increases that exceed 10% next year, except when it doesn't. If an insurer crosses this arbitrary threshold, "The review process would then determine if the increase is, in fact, unreasonable."

So that's cleared up.

ObamaCare mandates greater insurance benefits and other regulations that distort market pricing, while also accelerating the explosive costs of medical services.

Forty-three states already regulate and approve premiums in the individual or small-business markets, or both, based on actuarial and solvency data. HHS will allow state insurance commissioners to continue under the status quo, unless it decides that their reviews aren't "effective," whatever that means.

We're spending $100 billion a year on a country that had a gross domestic product of a little more than $2 billion when we invaded in 2001.

We're chasing a diminished band of al- Qaeda terrorists who now pose little threat to us in the forbidding terrain of North Waziristan and Baluchistan on the Pakistani border, while our Pakistani "allies" cynically buy into both sides of the fight.

U.S. troops can win nearly any firefight. But ultimately we are no more secure, and Afghanistan is no closer to becoming a stable and developing country. No matter how light or agile their "footprint," U.S. and allied occupying forces end up generating as many enemies as they kill, not only in Afghanistan but in other Muslim lands. No matter how much help we give to the Afghan people, inevitably it is seen as being on behalf of a government that is more a kleptocracy than a democracy.

By 2014, this administration [ - the Obama Administration - ] will have spent more than $700 billion on Afghanistan directly.

How do you ask young men and women to give their life or limbs for a cause that you know is lost? Or worse, has no justifiable purpose?

After 30 months, countless TV appearances, and $80 million spent on an extravagant PR campaign, T. Boone Pickens has finally admitted the obvious: The wind energy business isn't a very good one.

The Dallas-based entrepreneur, who has relentlessly promoted his "Pickens Plan" since July 4, 2008, announced earlier this month that he's abandoning the wind business to focus on natural gas.

Despite wind's lousy economics, the lame duck Congress recently passed a one-year extension of the investment tax credit for renewable energy projects.

[Ironically,] at the same time that Congress was voting to continue the wind subsidies, Texas Comptroller Susan Combs reported that property tax breaks for wind projects in the Lone Star State cost nearly $1.6 million per job. That green job ripoff is happening in Texas, America's biggest natural gas producer.
