A team from the University of Southern Maine and the conservation organization Ocean Alliance leaves this weekend for the Gulf of Mexico to take tissue samples to determine whales' exposure to toxins in the oil-tainted waters, as well as the level of exposure it takes to make them sick.

On the six-month expedition, USM students will assist researchers in obtaining whale tissue samples, as well water, food and fecal samples.

The Odyssey, a research vessel used for the filming of the IMAX film "Whales," will be equipped with satellite and Internet service so people can follow its progress, Beaver said.

USM and the Ocean Alliance will pay $150,000 to cover the first three months of research; after that, they're hoping donations will fund the remaining three months.

The New York State Commission of Correction says top officials and staff were irresponsible when they authorized and failed to supervise a party at a youth prison where some violent offenders had sex with dates.

* YA THINK...?!?!

The commission faults the Office of Children and Family Services for directing the Goshen Secure Center in the Hudson Valley...

* WHOA! THAT'S MY NECK OF THE WOODS!

to hold the December party for four offenders as a reward for good behavior.

* OH... GET THIS... YOU'RE GONNA LOVE THIS...

They ranged in age from 17 to 20, three doing time for murder and one for armed robbery.

The commission says officials knew little about the four female guests, ranging from 16 to 27, who were driven from Albany and New York City by state workers in state vehicles.

Shortly before Tim Baldermann retired as Chicago Ridge's police chief, the town boosted his salary by more than $70,000, handing the 44-year-old as big a paycheck in retirement as he earned full time on the police force.

Baldermann, who also is New Lenox's mayor, saw his police pay - including 100 days of unused vacation time - jump from about $127,000 to $199,000 while Kapelinski's salary went from $105,000 to $188,000, according to village documents. Their pension benefits are calculated using final salaries.

By now, everyone no doubt realizes that I am not a fan of the pace at which the federal government has worked to contain the oil spill in the Gulf of Mexico. Sadly, federal officials were slow to act and overly bureaucratic.

[T]he federal government unwisely chose to add insult to injury by decreeing a moratorium on deepwater drilling in the gulf. This ill-advised and ill-considered moratorium, which a federal judge called "arbitrary" and "capricious," creates a second disaster for our economy, throwing thousands of hardworking folks out of their jobs and causing real damage to many families. Now this federal policy risks killing 20,000 more jobs and will result in a loss of $65 million to $135 million in wages each month.

[B]y simply stopping all deepwater drilling, federal officials appear more interested in ideology and scoring political points - as they have done with the misguided cap-and-trade legislation - at the expense of Americans who derive their livelihood from the energy industry.

Let's be clear: This moratorium will do nothing to clean up the Gulf of Mexico, and it is already doing great harm to many hardworking citizens. The effects will extend well beyond Louisiana. Since the moratorium was announced, America has already lost two rigs to foreign countries. More drilling companies are negotiating right now to work elsewhere. Every time we decrease our level of production, we make America more dependent on foreign sources of energy.

On those few occasions when our country suffers a commercial airline tragedy, we do not respond by stopping all air travel for six months. Rather, we get to work figuring out the root cause and set about trying to make air travel safer. We don't grind everything to a halt and put tens of thousands of people out of work, jeopardizing our economy.

[The] majority of the experts the federal government consulted before the ban, including representatives from the National Academy of Engineering, have stated publicly that they do not agree with the six-month blanket moratorium.

Louisianans, of all people, don't want to see another drop of oil spilled into the Gulf of Mexico. It is our land and our way of life that are being harmed. Yet the administration tells our people to simply file a claim with BP or file for unemployment. Our people want to work, not collect unemployment checks.

We don't want to see the federal government create a second disaster, an economic disaster, for the people of our state thanks to its "capricious" and "arbitrary" actions. The bottom line is this: Thousands of Louisianans shouldn't have to lose their jobs just because the federal government can't do its job.

It is half a joke, for nini is a way of saying “neither-nor,” and NINI is the Spanish government acronym for “Not in education or employment” – that is, lost to the economy.

But it’s not really a joke, because now almost everyone is NINI. The under-30 unemployment rate in Spain has just hit 44%, twice the adult rate.

Italy also has passed the 40% mark, and Greece has gone even further.

If you count all the people who’ve given up looking, it means the number of people between 20 and 30 who have any form of employment in these countries is something like one in five. An entire European generation is leaving school to discover they have no place in the economy.

Without spending a single dime, the Obama administration did more [on Thursday] to create jobs for the U.S. economy than it has throughout its entire existence.

* UNFORTUNATELY, THE "TYPE" OF JOBS "CREATED" IS EXACTLY THE PROBLEM!

With the single stroke of a pen, President Barack Obama signed the Dodd-Frank financial regulation bill that set in motion 243 new formal rule-makings by 11 different federal agencies.

Each of the 243 rule-makings will employ hundreds of banking lobbyists as they try to shape what the final actual laws will look like.

And when the rules are finally written, thousands of lawyers will bill millions of hours as the richest incumbent financial firms that caused the last crisis figure out how to game the new system.

[On Thursday], the Washington law firm Jones Day snapped up the Securities and Exchange Commission head enforcement division lawyer...

...and J.P. Morgan Chase, one of the biggest U.S. banks by assets, assigned more than 100 teams to examine the legislation.

University of Massachusetts political science professor Thomas Ferguson tells The Christian Science Monitor: "By delegating so much to the regulators, Congress is inviting everyone interested in the outcome to make more campaign contributions, as they intervene in the regulatory process to influence the regulators. Nothing is settled. It’s a gold mine for members of Congress."

* SO... HOW'S THAT HOPE AND CHANGE WORKING OUT FOR YOU...?

Back in 1994, Jonathan Rauch wrote in his book Government’s End: “Economic thinkers have recognized for generations that every person has two ways to become wealthier. One is to produce more, the other is to capture more of what others produce. … Washington looks increasingly like a public-works jobs program for lawyers and lobbyists, a profit center for professionals who are in business for themselves.”

The Dodd-Frank bill is the perfect extension of Washington as “a public-works jobs program for lawyers and lobbyists.” Instead of encouraging the U.S. economy to invest in engineers, technology and new products, it requires firms to invest in lawyers and lobbyists just to stay alive. It will do nothing to help create new wealth or new net jobs in the economy, but will transfer more wealth to lobbying and law firms in Washington, D.C.

* I FEAR FOR MY COUNTRY. AT WHAT POINT WILL A TIPPING POINT BE REACHED WHERE FRUSTRATION LEADS TO VIOLENCE? WHEN ENOUGH PEOPLE COME TO THE CONCLUSION THAT "THE GAME IS RIGGED" AND THAT THE RULE OF LAW IS FOR SUCKERS WHAT WILL FOLLOW?

Five NATO soldiers were killed in southern and eastern Afghanistan amid reports of new fighting in Nuristan, a remote northeastern province of Afghanistan, officials said Saturday.

Four of the soldiers, including two British servicemen, were killed in southern Afghanistan.

The fifth was killed in the eastern part of the country.

All of the fatalities were caused by homemade bombs that exploded while the soldiers were on patrol. Bombs and small-arms fire are the main causes of death in Afghanistan.
