Three U.S. troops died in blasts in Afghanistan, bringing the death toll for July to at least 63 and surpassing the previous month's record as the deadliest for American forces in the nearly 9-year-old war.

In Kabul, police fired weapons into the air Friday to disperse a crowd of angry Afghans who shouted "death to America," hurled stones and set fire to two vehicles after an SUV was involved in a traffic accident that killed four Afghans on the main airport road, according to the capital's criminal investigations chief, Abdul Ghaafar Sayedzada.

SUVs are often associated with foreigners, but it remained unclear who caused the accident because the occupants fled the scene. Sayedzada said two foreigners' vehicles at the scene were burned by the crowd.

A fatal traffic accident caused by a U.S. military convoy in 2006 triggered an anti-American riot in Kabul that left at least 14 people dead and dozens injured.

Elsewhere, violence continued Friday.

Four Afghan civilians were killed and three were injured when their vehicle was hit by a roadside bomb in Zabul province of southern Afghanistan, provincial spokesman Mohammed Jan Rasoolyar said. When police arrived at the scene, Taliban fighters opened fire. One insurgent was killed, the spokesman said.

In Kandahar, a candidate in September's parliamentary election escaped assassination Friday when a bomb planted on a motorcycle exploded, city security chief Fazil Ahmad Sherzad said. The Interior Ministry said a woman and a child were killed and another child was wounded.

[T]he Obama administration is considering using a back door to stop deporting many illegal immigrants - what a draft government memo said could be "a non-legislative version of amnesty."

* GLENN BECK'S NOT CRAZY, FOLKS...

The memo, addressed to U.S. Citizenship and Immigration Services Director Alejandro Mayorkas and written by four agency staffers, lists tools it says the administration has to "reduce the threat of removal" for many illegal immigrants who have run afoul of immigration authorities.

"In the absence of comprehensive immigration reform, USCIS can extend benefits and/or protections to many individuals and groups by issuing new guidance and regulations, exercising discretion with regard to parole-in-place, deferred action and the issuance of Notices to Appear," the staffers wrote in the memo, which was obtained by Sen. Charles E. Grassley, Iowa Republican.

* THESE PEOPLE HAVE NO RESPECT FOR THE CONSTITUTION, SEPARATION OF POWERS, NOR THE RULE OF LAW.

The memo suggests that in-depth discussions have occurred on how to keep many illegal immigrants in the country...

[Sen.] Grassley said it confirms his fears that the administration is trying an end-run around Congress. "This memo gives credence to our concerns that the administration will go to great lengths to circumvent Congress and unilaterally execute a backdoor amnesty plan."

The memo acknowledges some of the tools could be costly and might even require asking Congress for more money.

* THIS IS THE SAME GOVERNMENT WHICH ARGUED IN U.S. v. ARIZONA THAT S.B. 1070 LAID AN IMPERMISSIBLE BURDEN UPON THE FEDERAL GOVERNMENT BY EXPECTING IT TO DEDICATE FINANCIAL RESOURCES TOWARDS... er... DOING IT'S JOB AND ENFORCING FEDERAL IMMIGRATION LAW AS WRITTEN!

The SEC alleges that the brothers created an elaborate network of accounts and companies in the Isle of Man and the Cayman Islands that they used to trade more than $750 million in stock in four public companies they served as board members. The SEC charges that they also committed an insider trading violation concerning one of the companies, earning almost $32 million.

The U.S. financial system remains fragile and banks subjected to additional economic stress might need as much as $76 billion in capital, according to the results of International Monetary Fund stress tests.

Under one scenario, small and regional banks as well as subsidiaries of foreign banks would need $40.5 billion in additional capital to meet a benchmark capital ratio of 6% Tier 1 common equity from 2010 to 2014. Under the adverse scenario, those needs rise to $76.3 billion, according to the report.

The IMF said about $1.4 trillion of commercial real estate loans will mature from 2010 to 2014, almost half of which are already “seriously delinquent,” with payments 90 days or more past due, or “underwater,” with loan values exceeding property values.

The numbers “are not frightening,” said Christopher Towe, the IMF’s deputy director of monetary and capital markets who directed the assessment. The review process was created in the wake of the Asian crisis, and the U.S. is the first major economy to undergo it since the global financial turmoil.

The recession was deeper than the government previously thought.

The Commerce Department, in revisions issued Friday, estimates the economy shrank 2.6% last year - the steepest drop since 1946.

The revisions in gross domestic product, or GDP, now show zero growth in 2008. That compares with a 0.4% gain previously estimated.The economy also grew less in 2007 (1.9%) than earlier thought (2.1%).
